This is a rusty old truck sitting in a rural area in Oregon. Bad To The Bone may be a stretch with all the flowers on the bumper and, on the bed of the truck!
The floral look kind of takes away from the Bad Boy look! Yes, that is a garden hose sitting on the bumper ready to water the flowers.
The guess is, that this old truck is an International KR 11. It was built for haulin"! Basically built from 1941 to 1947.
In their time, they were a hot seller. And, the most common big trucks on the road. One could get happily involved with one of these behemoth trucks for about $4200 in 1941.
